Shift early out slow corners and control your acceleration input. 99% are excellent tunes. There's the odd one that doesn't really work that well, but Praiano is a master at tuning for Gran Turismo as a whole, not just GT7. You don't really have to run aggressive rake like he does, but your car will understeer more if you don't.

I had the same issue with the front downforce. I ended up spending a bit of time trying to figure it out, and it seems that you need to go to GT Auto -> Customize Cars -> Custom Parts -> Rear -> Type B. For whatever reason that changed the maximum front downforce from 100 to 200 for me. Easy. Set 1st gear for right 1st hairpin out corner. Set for the last 6th gear for max speed end of straight with some margin for draft. Spread intermediary gears between both first and last gear , trying to not need to shift just before a crucial turn like turn 9 and double left 10.
